Mario Ipina has more than 24 years of civil engineering and project management experience for public, federal, institutional, commercial, and residential development projects. Mr. Ipina has a strong commercial site development background including site grading and drainage design, as well as expertise in technical site feasibility studies and permitting and local code interpretation. He has been responsible for due diligence investigations prior to site acquisition for numerous commercial clients throughout Texas and the United States. Based on this experience, Mr. Ipina is very familiar with federal, state, and local regulations that may affect site development, permitting, and the project schedule. In addition to leading civil engineering design for water, wastewater and roadway improvements and extensions projects, he routinely manages permitting efforts for environmental issues, wetlands determinations, flood plain management, and stormwater management. As president of Bovay, he also manages company operations.

As Senior Executive of Bovay in an advisory role, Alex Giannotti is responsible for the strategic growth, business, and leadership development at Bovay, as well as the strategic planning for the company. Mr. Giannotti brings invaluable perspective, expertise, and insight to Bovay with more than 30 years of active experience in operational and strategic management for major national engineering companies. With his depth of experience, Mr. Giannotti brings discerning judgment and unique practical skill to the execution of all aspects of the company.

VICTOR SALINAS
Our talented team members
Victor Salinas has more than 36 years of experience in design, assessment and facility management with an emphasis in institutional, educational, university level, and healthcare/laboratory projects. Mr. Salinas has also directed, monitored, and controlled the design and construction management of many Institutional and Public Works projects in multiple countries. He has led a number of assessment studies and reports with the City of Houston, METRO, Port of Houston, Houston Community College System, University of Houston, Lone Star College, and others from the private and the public sector. His responsibilities have included facility assessment studies, space planning, program planning, design, construction administration, project definition, and QA/QC.

As the Business Development Director, Joaquin Martinez brings over 20 years of experience in the public sector. Joaquin has had the opportunity build a network of private and public organizations who have made significant impact to community in the way of infrastructure projects, whether from drainage and road projects to multifamily and community center construction. In his capacity with BOVAY Engineers, Joaquin is responsible for public relations, marketing and business development strategies, government relations and community outreach.
